I know that. I can't make the decision for anyone else, when they might be suffering because of this, but...

[A detailed answer would require a. speaking for Raikou when he wasn't exactly 100% sure if he was correct and b. explaining the personal details of Raikou's past thereby c. revealing information about the hidden world.]

Even if he did ask and know the answer absolutely, it circled back around to requirement c. The reasoning behind Raikou's actions would always be entangled with his past, with the fall of the Shimizu family and the guilt Gau knew he still held for it. It would be impossible to separate an report and an explanation from all of this.
He wasn't sure what to call Badou. A pain in the side, an acquaintance, an annoyance, someone to argue with- nothing really covered the relationship well, and he didn't think "friend" would in any case.
But even if it was for Raikou's sake and he had no doubts about what to do, he was starting to actively dislike lying to him constantly, as he had to.
He knew that simple and now accepted fact of his life was why he couldn't really call any of his acquaintances on the surface word friends either. He accepted that, and he had to accept this now-
